Just a quick..this:
it is expected that the outer galaxy travels slower than the inner galaxy, but instead they travel at the same rate..
people were theorizing about this but.. I came up with:
Remember Interstellar? being closer to black hole slows time.. so being close to a bunch of supermassive black holes should slow time down like a bunch!
So the outer and inner normalize due to time dilation.
