Interstellar Travel.. or .. let's make a TARDIS :) (no really!).. or maybe not

It just occurred to me that.. since black holes slow down time, if we could make and launch a black hole in the direction of another star, with a mini dyson-style sphere craft around the black hole.. time for the crew would pass slowly enough they could reach other stars.

Instead of travelling at the speed of light, we are slowing time to a more manageable states visa-vi within the lifetime of a human, which also conserves resources on the trip.

Depending on how powerful the black hole was/its size would influence how much time was slowed.

Now let's step back a bit.. 

WHAT IF.. we have the ability to create microscopic black holes so what if we created a small enough black hole that we could slow down time for microscopic ships?

Back home, yes time would traverse normally, but to the ship it maybe only a few years to get to a neighbouring star. After some pictures and video and some readings, A micro probe could land on a world there for even more readings, once done the ship returns to earth.

From our perspective it took 16 to 30 years.. but to the ship the round trip took 8 to 12 years.

This would .. I imagine.. save on fuel, degradation of parts. 

What size would the black hole have to be? This, I do not know.. it would have to be stable and be created in a barren area of our solar system.  I *just* remembered *right now* as I type that microscopic black holes blink out of existence very quickly as they do not have the initial mass to stabilize..

So bit of a re-think.. perhaps the size of a car?

When I thought this up 20 minutes ago.. I was fascinated by the idea of reversing what we naturally think of as time travel. Because the theory IS there to create slowed time.. that humankind could potentially control the flow of time in a modest way via the creation of black holes.. but now I am left with more questions than answers.. 

Increasing mass means we cannot launch the ship as fast as we would like to get good results, and if it was a crewed mission wouldn't the crew suffer from the radiation? I still like the initial reversal of what we naturally think time travel is.. but as I said.. I have more questions than answers.

We naturally think of time travel via FTL, faster than light.. no one ever mentions the reverse, static normal time on earth and slowing time within a bubble.
