This was driving me crazy.. everywhere I looked it told me to do something, go to a place in settings that no longer existed. Here's how I solved it..
1. Sign into Blogger
2. Go the blog you wish to edit
3. Go to the Blogger Dashboard
4. Go to 'Layout'
5. Go to the sidebar widget.. mine is called 'sidebar-right-1'
6. Look for or create a 'text gadget'
7. Title it 'About Me'.
8. Edit or create the text you want
Save aaaand done!
